response by Sada Diarra, Interim Facilitator, Jubilee Movement International (Français) The contradictory - in appearance - positions of Dr Shan TURNBULL and Mr Larry SUMMER (former World Bank chief economist and former US Treasury Secretary of State) are bound up and stem from the same logic and the same vision of the world: the neo-liberal ideology! Dr TURNBULL's proposals are only good for a world subject to the rules of the neo-liberal market, a deregulated world. Yet our countries in the South need the common rule of a State that plans, invests and plays his role as an arbitrator. Mr SUMMER who, in his time, had DR STIGLITZ (former Chief Economist and Vice-President of the World Bank) fired from the World Bank, is in keeping with himself. For what is the World Bank? : -a bureaucratic structure that "refuses to assume responsibility for its actions"; (1) - a "non-democratic organisation" (1) with opaque practices ; - a mandarin caste with extravagant privileges: an aggregate of wages equalling one billion US$ (1994 estimates) and an average monthly wage of 10.000 US$ for 6.197 people (1993 figure)! (1) Is it not logical for Mr SUMMER to want to preserve the World Bank from the curiosity of the civil society? Source
