- The Lusaka Declaration: Towards an `Africa Consensus' on Sustainable Solutions to the Debt Problem
- Rome November 1998. The first international conference of Jubilee 2000 deepened and amplified the Jubilee 2000 commitment on three issues: what debt should be cancelled, how conditions should be set, and the role of arbitration in debt cancellations.
- Johannesburgh March 1999. Southern Africa Jubilee 2000 calls for debt cancellation and reparations, and argues that conditions must be set by civil society in the South, not as part of northern imposed adjustment.
- Tegucigalpa January 1999. Sixteen Latin American countries launched the continent-wide Jubilee 2000 campaign with a call to limit debt service to 3% of the government budget.
