• Canada calls for 100% debt cancellation for the poorest countries, and the delinking of debt relief from structural adjustment programmes. “Any conditionality must be agreed upon multilaterally in a more democratic forum than the IMF, the World Bank or the Paris Club of creditor nations.” The paper also proposes a discussion in Rome of an evaluation process for the campaign itself.
