- Canada calls for 100% debt cancellation for the poorest countries, and the delinking of debt relief from structural adjustment programmes. Any conditionality must be agreed upon multilaterally in a more democratic forum than the IMF, the World Bank or the Paris Club of creditor nations. Debtor countries need a coherent policy on debt stressing the impossibility and immorality of this burden. HIPC will increase debt. Corrupt governments have wasted debt relief, so civil society needs a bigger role (30th June 1998)
